This article seeks to demonstrate, in light of the Historical-Cultural Theory, the need, in contemporary times, of the teacher's mediating activity in the educational process. We understand that knowledge is historically and socially constructed by previous generations to the present day. From this process of objectification of knowledge comes the need for education, specifically in our society, school education, so that this knowledge is transmitted to the new generations so that they develop and be part of the society of their time. Saviani argues that it is not any knowledge that should be transmitted, but the larger culture, the scientific knowledge, or the scholar. From this perspective, we defend the teaching of Modern-English Foreign Language in the early grades, because it understands its formative role and conditioning the development of more elaborate psychic structures. We then demonstrate through our bibliographic research and official documents whether educational institutions are structured to ensure this development; To this end, we show how the staff of English-speaking teaching professionals from the city of Palmas in the state of Paraná is composed, articulating their data with the importance of initial and continuing education.Through Reading the data we could realice advances in relation to the training of teachrs that make up the teaching staff of the nunicipality and the importance of initial and continuing education in teaching practice.
