Tendo sido construída primariamente com o objetivo de prover a prática agrícola para detentos que cumprissem pena em regime semiaberto, a Penitenciária Agrícola de Monte Cristo se tornou um ambiente totalmente incapaz de recuperar seus internos, uma vez que, com o passar do tempo, começou a abrigar criminosos de alta periculosidade e condenados à pena de regime fechado e a apresentar condições desumanas que vão desde a superlotação carcerária até a péssima estrutura física do local. O ambiente favorável a rebeliões resultou em dois massacres que entraram pra história e que podem ser justificados não só pela criminalidade interna, com a entrada ou formação de facções, como também pelas falhas na aplicabilidade da lei.
