Abstract

The text is part of the mandatory and necessary stage of the discipline Education, Educational Public Policies: Management, Financing and Evaluation of Education, of the Graduate Program in Education – PPGEDA/EDUCANORTE. This is a bibliographical essay in which we seek to reflect, from a sociological perspective, on the Policy of expansion and interiorization of Higher Education in the Workers' Party governments and the consequences for Higher Education Policies in Brazil. The work is divided into four parts, including the introduction and conclusion: at first, we deal with Higher Education Policies in the scope of PT governments; and in the second moment, we bring a discussion about REUNI as a new model of Higher Education from the progressive political context, which prioritizes the implementation of public policies in search of equity and inclusion. And, finally, the final considerations seek to analyze how the Higher Education policy and model are articulated in the Support Program for Restructuring and Expansion Plans at Federal Universities.

    Bachelor in Social Sciences with qualification in Sociology from the Federal University of Roraima - UFRR, Degree in Sociology from the Federal University of Amazonas - UFAM, Master by the Postgraduate Program in Education at the Federal University of Amazonas - PPGE/FACED/UFAM. Experiences with Rural Extension and Agrarian Reforms. Interest in the Area of ​​Human Sciences - Sociology, Philosophy and Education. Works developed with Rural Education in the National Program of Education in Agrarian Reform - PRONERA and advice on a project of Continuing Education of Science Teaching Teachers. Consultant for the Territory of Citizenship South of Roraima. We develop activities together with Projovem Campo - Saberes da Terra. Substitute professor of the Degree in Rural Education - LEDUCAR at the Faculty of Education at UFRR. Axis coordinator of the Specialization Course in Rural Education at the State University of Roraima. He held the position of Director at the Institute for Support of Science, Technology and Innovation of the State of Roraima - IACTI - RR. Currently I work as Professor of the Degree in Human and Social Sciences at UERR. Doctoral candidate in the EDUCANORTE Program.

    She is a Full Professor at the Faculty of Education at the Federal University of Amazonas, in Brazil. She is a CNPq Research Productivity Scholar. She was born in the state of Amazonas, in the Municipality of Manaus. In 2002 she received the title of Doctor in Education from the University of São Paulo. His research focuses on themes related to the State, Society and Education, with an emphasis on Public Policies, Labor and Public/Private Relations in Education. She is the author of four books and several journal articles. She is the leader of the Study and Research Group on Public Policies and Education, certified by CNPq. She is currently the Dean of Research and Graduate Studies at UFAM / Brazil. She was, in 2020, as Academic Visitor at the University of Oxford, developing research with the Latin American Center on the "Return to Classes in Basic Education in Amazonas / Brazil and the Impacts of the COVID-19 Pandemic". She holds a degree in Pedagogy from the Federal University of Amazonas (1991), completed a Master's (1997) in Education from the University of São Paulo. She works in the Degree in Pedagogy and in the Graduate Program in Education at UFAM, where she advises PhD and Master's students. She was Coordinator of the Graduate Program in Education at UFAM (2008/2009). She was elected Dean of Research and Graduate Studies at UFAM, serving a term from July/2009 to June/2013. She was the Director of the Faculty of Education at UFAM between 2014 and 2017. She also develops studies on the following topics: Financing and Administration of Public Education; Sociology of Work; Professional qualification; New Technologies, Training for Work and Qualification of Workers.
