The evolution of public administration from patrimonial to managerial took almost 500 years, from the public appropriation by the private and the authoritarian bureaucracy to the managerialism, with the attempt of real administration of the essential public services, in the face of the failure of the previous administrative models. In this contemporary view, judicial services have gained prominence among others, especially for non-compliance with the constitutional principle of “reasonable length of proceedings”. Little or sometimes no efficiency of justice has intensified the approval of Constitutional Amendment no. 45/2004, the long-awaited reform that created the National Council of Justice, with the mission of managing and overseeing the activities of the judiciary. Thus, from the establishment of priority goals, the Courts began to adopt models of managerialism, among them and the most recent was the transformation of inefficient judicial units into unified secretariats, which occurred with the Court of Roraima, through the Ordinance Court - TJRR, of May 24, 2017. In fact, this article deals with the analysis of users' data and opinions, considering before and after the installation of the Unified Criminal Court Secretariat, to know if there was an effective improvement in the provision of judicial services.
